What looks like a project that is being actively developed has been updated, I am referring to pyaudiolab, looks like their is another project also available called pysamplerate that is wrapper around sampling rate conversion library. Both libraries require numphy. (I haven't tried the install yet I am testing some .net installs that require almost 400 meg on my slow connection)
